UK Competition Watchdog Designates Google Search for Stricter Oversight

The United Kingdom‘s Competition and Markets Authority (CMA) has formally designated Google with “strategic market status” for its search and search advertising services, paving the way for potentially stricter regulations of the tech giant’s operations in the UK market.

What Strategic Market Status Means

The designation recognizes that Google holds “a substantial and entrenched” market position that requires special regulatory oversight to ensure fair competition. This status doesn’t imply any finding of wrongdoing by Google, but it does empower the CMA to conduct further assessments and implement interventions to change how Google operates its search services in the country.

The regulator noted in its report that “Google has had an unparalleled position in this digital activity for an extended period,” pointing out that even Microsoft’s Bing holds less than 5% market share for both queries and search advertising. The CMA found that no traditional search providers have meaningfully grown relative to Google for at least fifteen years.

Scope of the Designation

The special status covers:

  • Google’s core search and search advertising services

Notably excluded from the current designation are the Google News app and website, along with search syndication services. However, the CMA indicated it will review whether Google’s Gemini AI assistant should be included given the evolving nature of AI search markets.

According to Google, many proposed interventions “would inhibit UK innovation and growth, potentially slowing product launches at a time of profound AI-based innovation.” The company also warned that some measures might force businesses to raise prices for customers.

This development follows a nine-month CMA investigation launched after the UK’s new digital markets competition regime took effect in January. The investigation examined whether Google creates barriers to competition and innovation, favors its own services over third-party alternatives, and uses consumer data without proper consent.
